Level said Thursday that it has received $5 million in Series A funding. Kleiner Perkins Caufield & Byers led the round with participation from Citigroup Chairman and CEO Sandy Weill, former FCC Chairman Reed Hundt and former Barclays Global Investors CEO Blake Grossman. As a result of the funding, Hundt and KPCB partner Chi-Hua Chien join Level's board of directors. Based in San Francisco, Level is a provider of mobile financial solutions.
Smartling has raised $24 million in Series C funding. New investor Tenaya Capital led the round with participation from Harmony Partners, Venrock, U.S. Venture Partners, IDG Ventures, First Round Capital and Felicis Ventures participated in this round. In addition to the funding, Ben Boyer, managing director of Tenaya Capital, joins Smartling's board of directors. Based in New York City, Smartling is a provider of cloud-based translation software solutions.
TPG Growth has recently invested in NorthStar Anesthesia. No financial terms were disclosed. Also, the company has named Chris Riopelle as CEO. Northstar's co-founders Dr. Philip W. Eichenholz and Neil Dwayne Neal remain as president and executive vice president, respectively. Based in Arlington, Texas, Northstar Anesthesia is a provider of anesthesia management solutions.

Fifth Street Technology Partners and Silicon Valley Bank have refinanced HealthEdge Software. Fifth Street Finance Corp. has provided HealthEdge with a $17.5 million second term loan while SVB provided HealthEdge with an undisclosed revolving loan. TempoDB said Wednesday that it has closed $3.2 million in Series A funding. Hyde Park Venture Partners led the round with participation from Chicago Ventures, Divergent Ventures and angel investors such as Hyde Park Angels. Based in Chicago, TempoDB is a provider of time series database services for sensors and measurement data.
Refresh has received $10 million funding, as reported on a blog post on the company's website. Redpoint Ventures, Charles River Ventures, and Foundation Capital were the investors. Splice said Wednesday that it has completed $2.75 million in seed funding. Union Square Ventures was the lead investor. True Ventures, Lerer Ventures, SV Angel, First Round Capital and Code Advisors also participated in the round. In conjunction with the funding, Andy Weissman, partner at Union Square Ventures, joins Splice's board of directors. Headquartered in New York City, Splice is a technology platform for music creators.
B5M said Tuesday that it has closed $16 million in Series B funding. ClearVue Partners led the round with participation from existing investor Oak Investment Partners and several new angel investors. CVP's managing director William A. Chen joins B5M's board of directors. B5M is a China-based shopping search portal.
Socratic has received $1.5 million in seed funding, Venture Beat reports. Spark Capital was the lead investor. Betaworks, Andreessen Horowitz, David Tisch, John Maloney, and Terrapin Bale also participated in the round. Based in New York City, Socratic is an "online open community where teachers share educational video content."
